What State Liberal actually means.

State Liberalism supports free markets with government intervention to regulate industries and provide welfare programs while maintaining civil liberties.

Mexico under the PRI (mid-20th century) exemplifies State Liberalism. The state controlled strategic industries like oil (PEMEX) while allowing private enterprise to flourish.
